The intervention program is part of the Contract Quarter of the city of Spoleto, entitled "From cities to suburbs" whose purpose is to mend several episodes urban (walled city, suburb, suburbs) along the axis of the river Tessino by operations improvement and new construction. The center closes in the valley the urban fabric as well as the fortress albornotziana, always visible from every part of the new complex, the upstream boundary.
